What Is the Turkish Citizenship by Investment Program?

Step-by-Step Process

Step 2 — SPK Valuation Report

Step 3 — Title Deed Transfer (Tapu)
Ownership is transferred at the Land Registry Directorate with a 3-year no-sale annotation registered on the title deed. Payment must be made via documented bank transfer.
Step 4 — Citizenship Application
Once the Tapu and Certificate of Conformity are obtained, the citizenship application is submitted through the General Directorate of Population. The application covers the investor, spouse, and children under 18.
Step 5 — Security Review and Approval
Turkish security authorities conduct a thorough background check. This is the longest stage of the process and the one with the least predictability in terms of timing.
Step 6 — Citizenship and Passport Issuance
Following approval, the Turkish national ID (Kümlik) is issued first, followed by the Turkish passport.

To be direct: the realistic timeline is 4 to 12 months from the date of title deed transfer. Anyone promising “3 months” is ignoring the realities of Turkish government processing.
