Russian investors are the single largest group of foreign property buyers in Turkey — 3,649 units purchased in 2025 alone. Yet most English-language guides on Turkish citizenship don’t address the specific challenges Russian nationals face. This article does.
Are Russian Nationals Eligible for Turkish Citizenship by Investment?
Yes. Turkey has not restricted citizenship eligibility based on nationality following geopolitical developments in early 2022. Russian nationals remain fully eligible to apply for Turkish citizenship through the $400,000+ real estate investment pathway, the same as all other nationalities.
The Banking Challenge: Fund Transfers
This is the most significant practical obstacle. International sanctions on Russian banks have restricted SWIFT transfers from Russian bank accounts to Turkey. The DAB certificate (Döviz Alım Belgesi) — which is mandatory for citizenship applications — requires an official bank transfer traceable through the Turkish banking system.
Practical solutions used by Russian investors in 2025-2026:
- Transfer via third-country accounts: Russian investors with accounts in UAE, Kazakhstan, Georgia, or other non-sanctioned jurisdictions can transfer from those accounts. The funds must originate from your personal account (not a third party’s account).
- Cryptocurrency — with caveats: Some Turkish banks accept certified crypto-to-fiat conversions as the source of funds, but requirements vary by bank and this pathway requires careful legal preparation. The final transfer to purchase must still be a bank transfer generating DAB.
- Cash declared at customs: Funds physically brought into Turkey and declared at customs can be deposited in a Turkish bank, with documentation of the declaration used to support the DAB process. Complex, but legally available.
Which Turkish Banks Work with Russian Clients?
Several mid-size Turkish banks continue to serve Russian clients without restrictions. QNB Finansbank, Ziraat Bank, and DenizBank have been used by Russian investors in 2025-2026. (Note: Ziraat Bank has been particularly accessible for Russian clients — other nationalities may find it less accommodating due to standard non-resident requirements.) Note: bank policies change — verify current acceptance before opening an account.
Tax Residency Considerations
Russian nationals who relocate to Turkey or establish Turkish tax residency (183+ days/year) have used Turkish citizenship as a legal way to establish a new tax residency. Turkey has a double-taxation treaty with Russia. This is a complex area requiring a tax attorney — but it is a genuine strategic consideration for many Russian investors.
The Dual Citizenship Question
Russia officially restricts dual citizenship — citizens must notify Russian authorities of obtaining foreign citizenship. Failure to notify carries administrative penalties. However, Turkey does not notify Russia, and many Russian-Turkish dual citizens operate in practice. Consult a Russian-Turkish legal specialist on this.
Why Istanbul Over Other Turkish Cities?
Istanbul has the largest Russian community in Turkey — significant enough to have dedicated Russian-language services, schools, and community organizations. Istanbul property also has the strongest resale market for the exit strategy after 3 years.
What IDEX Recommends
Russian investors should begin by confirming their fund transfer pathway before selecting a property. The investment is substantial and the transfer mechanics need to be resolved first. IDEX works with English-speaking consultants and can refer you to Russian-speaking legal partners in Istanbul.
