Most resources about Turkish citizenship stop at the passport. They cover the $400K property purchase, the DAB certificate, the SPK appraisal, the Tapu — and then end with “congratulations.” What they don’t explain is what happens in the 36 months between signing the purchase contract and completing your citizenship file. That is where most people are unprepared.
This is the timeline of what actually happens after your property purchase — with real timeframes, real paperwork, and honest expectations.
Month 1–2: Tapu Registration and Currency Compliance
Immediately after purchase, two things must happen in the right order:
Step 1: The DAB Certificate (Döviz Alım Belgesi)
Before your title deed is registered for citizenship purposes, your foreign currency transfer must be documented via a DAB certificate. This is issued by a Turkish bank confirming that foreign currency was converted to TRY for the property purchase. Without it, the citizenship application cannot proceed — regardless of whether the Tapu is registered.
The DAB must reflect the full $400,000+ amount. Partial payments, even if combined later, can cause complications. Get the DAB on the first transfer — don’t split the payment without legal advice.
Step 2: Tapu Registration
Once the DAB is issued, the title deed (Tapu) is registered at the Land Registry Office (Tapu Müdürlüğü) in your name. At this point you are the legal owner. The Tapu will show the title type — either:
- Kat Mülkiyeti: Full ownership of a completed building unit — the stronger title
- Kat İrtifakı: Easement title for off-plan properties — valid for citizenship if SPK-approved
Keep original copies of both the DAB and the Tapu. You will need them multiple times throughout the process.
Month 2–4: The Citizenship Application
Once the Tapu is registered, you can begin the citizenship application. This is handled through the Turkish Ministry of Interior, typically via the General Directorate of Population and Citizenship Affairs (Nüfus Müdürlüğü).
Documents Required for Citizenship Application
| Document | Notes |
|---|---|
| Current passport (all family members) | Must be valid — minimum 6 months remaining |
| Tapu (title deed) | Original, registered in your name |
| DAB certificate | From Turkish bank, matching the property value |
| SPK valuation report | Confirming $400K+ value |
| Property declaration form | From the Land Registry, dated post-purchase |
| Birth certificates | For all family members — must be apostilled and translated |
| Marriage certificate | If applicable — apostilled and translated |
| Biometric photos | Recent, white background, standard format |
| Health insurance | Turkish private health insurance for the application period |
| Criminal record certificate | From your home country — apostilled and translated |
| Completed application forms | Provided by the Directorate |
All foreign documents must be apostilled (internationally certified) and officially translated into Turkish by a sworn translator. This step is often underestimated in time and cost. Budget 3–6 weeks for document preparation if you are applying from outside Turkey.
Month 4–8: Processing and Approval
After submitting the complete file, the processing time is typically 4 to 8 months. During this period:
- A background check is conducted by Turkish security services
- Your file is reviewed by multiple government departments
- You may be asked for additional documents (respond immediately — delays compound)
- You receive a temporary residence permit during the waiting period, which allows you to remain in Turkey legally
There is no online tracking system. You follow up through your lawyer or directly with the Directorate. Professional legal representation significantly reduces errors that cause delays.
Month 6–12: Turkish Citizenship Certificate and Passport
When approved, you receive:
- Turkish Citizenship Certificate — confirming your new status
- Turkish National ID Card (Nüfus Cüzdanı) — you will need a Turkish name (transliteration of your existing name)
- Turkish Passport application — submitted separately after receiving citizenship
The Turkish Name Requirement
Every Turkish citizen must have a Turkish-compliant name. This does not mean changing your identity — it means an official transliteration of your name into Turkish characters. “Muhammad” becomes “Muhammed,” “Ali” stays “Ali,” “Khalid” becomes “Halid.” Your lawyer or the Directorate will guide the transliteration. Both your original name and Turkish name appear on your records.
Passport Processing
The Turkish passport is applied for at the Passport Office (Pasaport Müdürlüğü). Processing takes 3–6 weeks after citizenship approval. As of 2026, the Turkish passport provides visa-free or visa-on-arrival access to 116+ countries, including Japan, South Korea, and most of Southeast Asia and Latin America.
Year 1–3: The Holding Period
Your citizenship is conditional on maintaining property ownership for 3 years from the Tapu registration date. The Turkish Land Registry places an annotation on your Tapu confirming this restriction. During this period:
- You cannot sell the property (the restriction is registered on the title deed)
- You can rent it — rental income is permitted and common
- You can renovate it
- If you sell before 3 years, you do not lose existing citizenship — but this was true under older regulations. Verify current rules with a lawyer.
The 3-year restriction is annotated on the Tapu — it cannot be removed early. Plan your investment timeline accordingly before purchase.
Year 3: The Exit Decision
When the 3-year holding period ends, the annotation is removed from the Tapu and you are free to sell. Three options are common:
| Option | Who Should Consider It |
|---|---|
| Sell | If your primary goal was citizenship and you want capital back. Market timing matters — don’t rush if conditions are unfavourable. |
| Hold and continue renting | If rental yield is healthy and you have no immediate capital need. Turkish property values have historically recovered from TRY depreciation over 5+ year periods. |
| Upgrade or exchange | Sell and reinvest in a different property — perhaps a higher-yield or better-located asset now that you have local knowledge. |
What Nobody Tells You — Practical Realities
The Turkish Tax Number (Vergi Numarası)
You need a Turkish Tax ID from day one — before the property purchase. It takes 30 minutes at any Tax Office (Vergi Dairesi). Every subsequent step requires it.
The Turkish Bank Account
You need a Turkish bank account to receive the DAB certificate. Opening an account as a non-resident has become more complex since 2023. Some banks require proof of local address; others accept a hotel booking for the initial application. This step sometimes catches buyers off guard. Handle it before arriving to sign the Tapu.
Property Management During the Holding Period
If you are not living in Istanbul, you need a property manager. The property does not manage itself — water bills, AIDAT (building maintenance fees), tenant issues, and maintenance require local presence. Factor in 5–10% of monthly rent for professional management.
The AIDAT (Monthly Building Fee)
Most apartment complexes charge a monthly building maintenance fee (AIDAT) covering security, cleaning, elevator maintenance, and shared facilities. This ranges from 500 TRY to 3,000 TRY depending on complex quality. It is the owner’s responsibility whether the unit is occupied or not.
Health Insurance During the Wait
Turkish private health insurance is required during the citizenship application. A basic annual plan for one adult costs approximately $300–$600. It covers the application period and can be extended. Turkish citizens later qualify for the public SGK system.
The Realistic Total Timeline
| Stage | Duration |
|---|---|
| Property purchase → Tapu registration | 1–4 weeks |
| Document preparation (foreign documents) | 3–6 weeks |
| Citizenship application submission | 1 day (at the Directorate) |
| Government processing | 4–8 months |
| Citizenship certificate issuance | — |
| Turkish passport processing | 3–6 weeks |
| Total: property purchase to passport | 6–12 months |
| Tapu restriction lifted (sale permitted) | 36 months from Tapu date |
The 6–12 month range is real. Files with complete documentation and no complications resolve in 6–7 months. Files with missing apostilles, translation errors, or name inconsistencies run 10–14 months. Preparation matters more than rushing the application.
