What Is the Turkish Citizenship by Investment Program?

In 2017, the Turkish government launched a program allowing foreign investors to obtain Turkish citizenship by purchasing real estate worth a minimum of $250,000. In September 2022, the threshold was raised to $400,000 USD — the figure in effect today.

The concept is straightforward: buy qualifying property in Turkey, hold it for at least three years, and apply for citizenship for yourself and your family. But simplicity in concept does not mean simplicity in execution. There are legal and procedural requirements you must understand before committing.

Who Is Eligible?

  • Nationality eligible for property ownership in Turkey (most Arab nationalities qualify)
  • Purchase of one or more properties with a combined SPK-appraised value of at least $400,000
  • 3-year hold commitment registered on the title deed (Tapu)
  • The property must not have been previously used in another citizenship application
  • In certain cases, the seller must not share the buyer’s nationality

Step-by-Step Process

Step 1 — Select a Qualifying Property

Not every Istanbul property qualifies for citizenship. Verify that the property value aligns with the SPK valuation, that it carries no liens or encumbrances, and that the seller is authorized to sell for citizenship purposes.

Step 2 — SPK Valuation Report

An SPK-licensed appraisal firm conducts an independent valuation of the property. If the SPK valuation falls below $400,000, the property cannot be used for citizenship purposes — regardless of the agreed purchase price.

Step 3 — Title Deed Transfer (Tapu)

Ownership is transferred at the Land Registry Directorate with a 3-year no-sale annotation registered on the title deed. Payment must be made via documented bank transfer.

Step 4 — Citizenship Application

Once the Tapu and Certificate of Conformity are obtained, the citizenship application is submitted through the General Directorate of Population. The application covers the investor, spouse, and children under 18.

Step 5 — Security Review and Approval

Turkish security authorities conduct a thorough background check. This is the longest stage of the process and the one with the least predictability in terms of timing.

Step 6 — Citizenship and Passport Issuance

Following approval, the Turkish national ID (Kümlik) is issued first, followed by the Turkish passport.

Realistic Timeline

To be direct: the realistic timeline is 4 to 12 months from the date of title deed transfer. Anyone promising “3 months” is ignoring the realities of Turkish government processing.
